Vaccination Policy - Updated October 8th, 2021

Purpose

To continue to protect the health and safety of our staff and students from the spread of COVID-19, this policy provides direction on the conditions under which individuals will be permitted on Canadian Flight Academy Ltd, Toronto Airways Inc. premises. This Policy is being implemented under the order of the Province of Ontario Chief Medical Officer of Health, and the Ministry of Colleges and Universities of Ontario.

Scope

This policy applies to all students, employees, and contractors of Canadian Flight Academy Ltd, Toronto Airways Inc.

Effective Date

This policy is in effect as of Tuesday, September 7, 2021, as mandated by the Chief Medical Officer of Health Ontario.

Definitions

Accepted Vaccine

A COVID-19 vaccine that has been approved for use by Health Canada and/or the World Health Organization.

Premises

Canadian Flight Academy Ltd, Toronto Airways Inc. owned, or leased grounds, buildings, and instructional spaces.

Contractor(s)

An individual or company that provides services, materials, and/or labour on our premises.

Fully Vaccinated

As of October 7, 2021, under the Regulation, a person is considered fully vaccinated against COVID-19 if they have received:
  • the full series of a COVID-19 vaccine authorized by Health Canada, or any combination of such vaccines; or
  • one/two doses of a COVID-19 vaccine not authorized by Health Canada, followed by one dose of a COVID-19 mRNA vaccine approved by Health Canada; or
  • three doses of a COVID-19 vaccine not authorized by Health Canada.
They must also have waited at least 14 days after having received their final dose of the COVID-19 vaccine before providing the proof of being fully vaccinated.

Medical Exemption

Written proof of a medical reason, provided by a physician or registered nurse in the extended class that sets out:
  1. a documented medical reason for not being fully vaccinated against COVID-19, and
  2. the effective time period for the medical reason

Proof of Vaccination

Proof of vaccination, in the form of an official dose administration receipt, is required by all individuals coming on our premises. Or an attestation that a person has been vaccinated is acceptable until October 29, 2021, at which time only an official dose administration receipt will be accepted.

Visitors

Individuals seeking to enter our premises who are not students, employees, or contractors.

Policy

Policy Statement

  1. To protect the health and safety of our employees and customers, Canadian Flight Academy Ltd, Toronto Airways Inc., is requiring that individuals be fully vaccinated as a condition to come on our premises to work or attend any training.
  2. Canadian Flight Academy Ltd, Toronto Airways Inc.’s on-premise activities, as well as this policy, will continue to be subject to federal, provincial, and local public health regulations related to the COVID-19 pandemic.
  3. Public health guidance on measures for fully-vaccinated, partially-vaccinated, and unvaccinated individuals may continue to evolve and could affect this policy.

Accepted Vaccines

  1. Canadian Flight Academy Ltd, Toronto Airways Inc. will accept the COVID-19 vaccines approved by Health Canada.
  2. Individuals who have been vaccinated with a vaccine other than those approved by Health Canada will not be allowed on our premise until 14 days after either having received their approved single-dose vaccine or the first dose of an approved double-dose vaccine.

Proof of COVID-19 Vaccination

  1. Individuals coming on our premise will be required to provide proof of having been fully vaccinated with an accepted vaccine or of having received the first dose of a two-dose vaccine.
  2. Individuals coming to our premises will be required to upload their dose administration receipt using the required certificate section of FlightLogger.
  3. Personal health information, including attestations and other proofs of vaccination, collected by Canadian Flight Academy Ltd, Toronto Airways Inc. will be stored per Privacy and Personal Health Protection requirements by law.
  4. Individuals' private health information will not be disclosed alongside any other identifying data.
  5. Individuals who make false attestations about, or provide false documents related to, being vaccinated may be subject to disciplinary actions, up to and including expulsion for students, termination for employees, voiding of contracts for contractors, and removal/restriction from our premises for visitors and/or any other attendees; such individuals could also be at risk of criminal liability.

Partial COVID-19 Vaccination

  1. Individuals who have received the first dose of an accepted two-dose vaccine will, after a minimum of 14 days from receiving the first dose, be able to participate in on-premise employment, training, or contract work.
  2. Individuals who are not fully vaccinated will be required to produce a verifiable NEGATIVE Covid 19 test result every 7 days. This negative test result is required on Monday of every week, that an individual is to attend the premises for employment, training, or contract work.
  3. Restrictions applied in (2) above, will continue for 14 days after the second dose is administered.

Exemptions

Written proof of a medical reason, provided by a physician or registered nurse in the extended class that sets out:
  1. a documented medical reason for not being fully vaccinated against COVID-19, and
  2. the effective period for a medical reason.

Accommodations for Students and Employees

Only those students and employees with a medical exemption will be considered for accommodation.

Contractors, Visitors, and/or Any Other Attendees

  1. Contractors who choose not to be fully vaccinated will not be allowed on Canadian Flight Academy Ltd, Toronto Airways Inc. premises.
  2. Contractors must ensure that all of their employees on Canadian Flight Academy Ltd, Toronto Airways Inc. campuses are fully vaccinated. Individuals not fully vaccinated will not be allowed on Canadian Flight Academy Ltd, Toronto Airways Inc. premises.
  3. Sending an employee who is not fully vaccinated to a Canadian Flight Academy Ltd, Toronto Airways Inc. campus will be deemed cause for Canadian Flight Academy Ltd, Toronto Airways Inc. to terminate the contract with that contractor.
  4. Visitors and/or any other attendees must be approved prior to attending the company premises and will be screened upon entry.

Rapid Covid Testing

Locations

Rapid Antigen Testing can be done at several locations in the Durham Region. For reference Shoppers Drug Mart for one, offers several locations. There are other pharmacies that offer rapid testing as well.

International Student Arrivals

When you arrive in Canada be prepared to stay in the hotel for 14 days to abide by the quarantine regulations during the COVID-19 pandemic. Upon completion of the quarantine you will need to make permanent housing for the rest of your stay. We have preferred rates at the hotel described below where you can stay while quarantined. Motel 6 is located at 165 Consumers Drive in Whitby, Ontario. This is close to the Oshawa Executive Airport and has restaurants next door that you can get food deliveries from while in quarantine. You can get food delivered from many local restaurants via Skip the Dishes and Uber Eats delivery services. The cost of your stay for the 14-day quarantine period will be approximately $1,100+HST. Food costs will be additional to this expense. Transportation from Toronto Pearson Airport will be arranged by Toronto Airways. The fee for transport from Pearson to Motel 6 in Whitby where you will reside during your 14-day quarantine period is $125+HST. A mask must be worn during transportation which will take you directly from the airport to the motel without any intermediary stops.
When you have booked your travel arrangements please notify [email protected] and include all the particulars of your flight (Airline, date and time of arrival, flight number etc.). Please also inform Donna if you have any accessibility requirements or any special health needs so that proper arrangements can be made. Donna can then make your quarantine arrangements at Motel 6 and arrange to pick up at Pearson International Airport. We will also arrange for you to have a COVID-19 test completed within 4-5 days after your arrival. Donna will check on you daily to ensure you are staying healthy and to inquire as to any further needs or assistance that you may have. It is important that you constantly self monitor for COVID-19 symptoms.
You will report your daily health and any symptoms through the ArriveCAN app. It is very important to stay in isolation for the 14-day period or you will be in breach of the Federal Quarantine Act and will be penalized by the government. For example, failure to remain in the quarantine facility is a contravention under the Act and is punishable by a fine up to $200,000 or to imprisonment for a term of up to 6 months, or both. International Students and co-arriving family members are encouraged to download the Government of Canada's ArriveCAN app prior to arrival at the border and complete the information required. This is available in the app store for download. The app works in airplane mode and allows you to save your information to submit upon arrival at the airport or up to 48 hours ahead of time.
